The opportunity
An IT services company was ready to move beyond labor-only support for other contractors. A regional transit authority’s network modernization procurement offered a chance to become a prime contractor responsible for developing the solution, procuring equipment, and delivering the project.
PCS’s role
PCS worked directly with the client’s subject-matter experts to develop the technical solution and make a persuasive case for it. We translated engineering knowledge into proposal narratives that explained how the approach met the buyer’s needs, coordinated supporting graphics, and helped prepare the team to present and defend its solution. Our support continued through follow-up responses and contract review.
The outcome: The client won its first prime government contract, expanding from engineering subcontracting support into solution development, procurement, and delivery.

Winning Access to a $1 Billion Construction Contract Vehicle
The opportunity
A construction joint venture pursued a Navy multiple-award construction contract with a combined potential value of $1 billion across all awardees. The competition required a qualifications package that demonstrated relevant design and construction experience, clearly assigned team responsibilities, and met detailed evaluation and submission requirements.
PCS’s role
PCS reviewed the solicitation and amendments, assessed project relevance against the evaluation criteria, and strengthened design and construction experience narratives. We helped the team make its qualifications clear to evaluators and reviewed organizational relationships, responsibility documentation, and administrative requirements for the submission.
The outcome: The joint venture won a contract award on the Navy MACC and the initial construction project. The vehicle provides access to future task-order competitions under a $1 billion shared ceiling over a five-year base period and a three-year option. That ceiling represents the potential value of the entire vehicle, rather than guaranteed revenue to an individual awardee.

Taking a Café Business into the Public Sector
The opportunity
A café operator with prior catering experience wanted to expand into public-sector food service. Its first college procurement required a proposal that could show how its existing capabilities would translate into a campus dining operation.
PCS’s role
PCS drafted the proposal from scratch, turning the client’s café operations and catering experience into a clear case for the college opportunity. We built the response around the solicitation and developed content that the client could reuse and adapt for future campus dining and similar public-sector pursuits.
The outcome: The client won the college food-service contract, establishing a foothold in the public sector and a foundation of reusable proposal content for further growth.

The opportunity
A pavement-marking contractor had capabilities suited to a federal airfield striping project. Turning that fit into a contract required identifying the opportunity and presenting the company’s approach and experience in a complete proposal.
PCS’s role
PCS identified the opportunity and drafted the proposal, developing the technical response and coordinating past-performance information. We organized the two-volume package, identified required signatures, and guided the client through submission by the deadline.
