David Edelstein
Government Contracting Strategist, Proposal Manager & Writer
David Edelstein is the founder and principal consultant of Potomac Contracting Solutions. He helps businesses pursue and manage federal, state, and local government contracts, with proposal support at the heart of his work.
Before founding PCS, David spent more than 15 years practicing government contracts law, representing contractors and working inside government. That background informs how he interprets solicitations, organizes responses, and helps clients communicate complex solutions.
Hands-On Support for Government Contractors
David works directly with business owners and subject-matter experts to develop proposal strategies, explain technical and operational approaches, and turn relevant experience into clear proposal content. He can manage an entire response, add capacity to an existing team, or provide ongoing fractional proposal support.
His broader GovCon work includes SAM registration, size and status certifications, contract-vehicle applications, and contract management and claims support. This full-lifecycle perspective connects the work before a proposal with the responsibilities after an award.
PCS has helped clients win their first prime government contract, enter new public-sector markets, and earn a place on a $1 billion Navy construction vehicle. Explore client successes for examples of that work.
